When there is vog it has definitely changed visibility as far as seeing distance into the oceans or the tops of mountains. It is impossible to predict as the volume could change at any time for either less or more, and the direction and power of the winds will determine where and how far it will blow. The volcano is far from Kailua.
Ourselves, when we travel and notice the vog we close windows and run the car air conditioner until we have passed thru that area but these areas are not right in Kailua but more going South. Most people who are sensitive will experience scratchy eyes, some breathing issues similar to an allergy. I believe some people would be more affected than others and it could also be an issue of how much exposure — limited might not be noticed but continuous would bring symptoms.
